The Glow of Progress: Why Advocates Are Calling for a "Dark Sky" Standard for Data Centers
As the global demand for artificial intelligence and cloud-based infrastructure skyrockets, the physical landscape of the United States is undergoing a quiet, glowing transformation. Across rural fields and suburban outskirts, massive, windowless warehouses—data centers—are rising at an unprecedented rate. While these facilities are touted as engines of economic growth and digital progress, they are bringing with them a modern environmental challenge that is increasingly drawing the ire of conservationists: chronic, excessive light pollution.
Vayujeet Gokhale, a physics professor at Truman State University and a vocal board member for DarkSky Missouri, is leading a push to ensure that as this digital infrastructure expands, it does so with a lighter footprint—literally. "If you are going to have lights on at night, let’s do it in a responsible way," Gokhale says. His mission is simple: to convince policymakers that the massive, always-on arrays of lights surrounding data centers are not just an aesthetic nuisance, but an ecological hazard that can be mitigated with minimal effort and cost.
The Infrastructure Boom: A Nationwide Shift
The United States currently leads the world in data center density. With over 3,000 facilities already operational, the industry is racing to meet the insatiable appetite for AI-driven computing power. According to a recent report from the Pew Research Center, the trajectory of this expansion is heavily weighted toward the South and Midwest, where land is affordable and power grid access is expanding.
In Missouri, the surge is particularly visible. The state is now home to 95 active data centers. This includes high-profile projects like Google’s $15 billion investment in Montgomery County. When announced in May, Governor Mike Kehoe framed the project as a landmark economic victory. "This project represents more than infrastructure—it’s an investment in Missouri families, communities, and long-term opportunity," Kehoe stated.
However, as these "digital monoliths" appear, they are testing the patience of local residents. The rapid pace of construction has sparked a polarized debate. In St. Charles County, officials recently imposed a six-month moratorium on large-scale data center development to catch up on regulatory oversight. In the city of Independence, the political fallout has been even more severe, with voters recalling city council members who approved tax incentives for massive, power-hungry server farms.
A Low-Hanging Fruit for Conservation
Despite the contentious battles over water usage, land rights, and energy consumption—all of which are complex, resource-heavy hurdles—Gokhale argues that light pollution is the most solvable of the environmental problems associated with data centers.
"You don’t need to light up the place for these computers and memory banks to work," Gokhale explains. "They’ll still work even if it’s completely dark. You need light for certain other things, but you can minimize the pollution without affecting the quality of the product. You can’t make that same case with water and energy consumption."
The DarkSky Missouri initiative, which mirrors the stance of the international DarkSky organization, advocates for "responsible outdoor lighting." These principles include:

- Directional Shielding: Ensuring all outdoor fixtures point downward to prevent light scatter.
- Motion Sensitivity: Implementing automated systems that illuminate areas only when human presence is detected.
- Spectrum Management: Using warmer-colored, lower-intensity lighting to reduce blue-light disruption.
According to Gokhale, these measures are not just for the benefit of the environment; they are sound business practices. By curbing light waste, companies can lower their electricity bills and enhance the precision of their site security, making the transition to "dark-friendly" infrastructure a rare, win-win scenario in the world of industrial development.
Ecological Consequences: The Nighttime Food Web
The concern is not merely about preserving the view of the stars; it is about protecting the biological integrity of the Mississippi River Basin, a critical migratory corridor for half of all North American bird species.
"A lot of the pollinators are actually active at night," Gokhale notes. "If you have too much artificial light, they get confused or disoriented."
The impact of this disorientation ripples through the entire ecosystem. Nicole Flowers-Kimmerle, a horticulture educator for the University of Illinois Urbana-Champaign Extension, points out that one-third of the food produced in the U.S. depends on pollinators. When data centers shine intense, broad-spectrum light throughout the night, it disrupts the feeding, mating, and navigation patterns of moths and other nocturnal insects.
"If we see that we’re having a declining number of moths, that’s going to affect pollination, but it also affects the food web," Flowers-Kimmerle says.
This disruption extends to avian populations. Murry Burgess, an assistant professor at Mississippi State University who specializes in ornithology and urban ecology, highlights that many migratory birds rely on the stars to navigate. "With light pollution, it’s really obscuring the stars and throwing them off course," Burgess explains. "They expend more energy circling around trying to find where they’re supposed to go. That’s when you start to see a lot of window collisions and increased mortality."
For birds migrating through the Mississippi Flyway—some of which travel as far as South America—the sprawling, illuminated campuses of modern data centers act like "light traps." Burgess advocates for a paradigm shift: "It’s really important to preserve dark sky areas, the same way that you would have a wildlife refuge. The sky is part of their habitat."
The Regulatory Vacuum
Despite the environmental concerns, regulatory action in Missouri and across the U.S. has been sluggish. Representative Colin Wellenkamp (R-St. Charles County) introduced House Bill 3362 in the previous session, which aimed to address data center electricity and water usage. The bill would have required facilities to pay for grid upgrades and obtain permits for high-volume water consumption—a necessity given that the Missouri Department of Natural Resources currently lacks a standard legal definition for a "data center."

Ultimately, the bill failed to advance. It also completely omitted the issue of light pollution, leaving it entirely to the discretion of local zoning boards and individual company policies.
For Gokhale, the lack of a legal definition for data centers is the primary obstacle to progress. "At the most fundamental level, we need to define what these things are, what their purpose is," he says. Without a clear classification, local municipalities are left to negotiate with tech giants on a case-by-case basis, often without the technical expertise to demand lighting or energy standards that protect the public interest.
Toward a Future of Responsible Development
The debate over data centers is shifting from a simple conversation about economic growth to a complex examination of the long-term cost of our digital habits. As communities continue to grapple with the "AI economy," the call for transparency and environmental responsibility is gaining momentum.
Advocates like Gokhale and Burgess are not calling for a total halt to technological progress, but rather for a more thoughtful integration of infrastructure into the natural landscape. They suggest that as states draft future legislation to govern high-water usage and grid strain, they must also include "light ordinances" that require developers to adopt responsible lighting protocols from the initial design phase.
"This has to be done by the people, by council members, by politicians, and effectively enacted into some sort of policy," Gokhale says. "In many environmental issues, it’s a zero-sum game. You have to give up something in order to gain something. Not so with light pollution. It’s a win-win."
As the Mississippi River Basin continues to see new construction, the question remains: will these centers be designed as silent, responsible neighbors, or as permanent, glowing disruptions to the natural world? The answer, according to those on the front lines, lies in the decisions made by the local councils and state legislatures in the coming months. The stars, and the pollinators that rely on the darkness, are waiting for a response.
